F.A. Palkin was born on July 14, 1965, in Lezhnevo, Ivanovo region. In 1987, he was graduated from S.M.
Kirov Ural Polytechnic Institute of the Order of the Red Banner of Labour, qualification - Heat-and-Power Engineer, speciality - Heat Power Plants. In 2002, he was graduated from Ivanovo State Power Institute and got the second graduate degree, qualification - Economist Manager, speciality - Company Economics and Management.
Fedor Aleksandrovich started working as a boiler inspection engineer. Before appointment at Surgutskaya GRES-2, he took a position of the Chief Engineer of Permskaya GRES branch of INTER RAO Electric Power Plants (Dobryanka, the Perm Territory).
